“United for Youth,” a transformative $5 million Collaborative Supporting Foster Youth

New effort drives collaboration across 40+ different organizations to aid 400+ youth

The Lucky Duck Foundation (LDF) and Conrad Prebys Foundation (CPF) have launched a groundbreaking $5 million effort designed to transform outcomes for foster youth throughout San Diego County. The collaboration is called “United for Youth.”

United for Youth brings together leading youth-serving organizations and community partners to create a coordinated, data-driven and deeply collaborative system of support which emphasizes employment, housing, and mentorship to help foster youth achieve self-sustainability.

United for Youth brings together more than 40 organizations to aid more than 400 youth over the next two years. It represents one of the largest, most collaborative youth homelessness prevention efforts in the region’s history.

The effort is designed to combat the very troubling trends facing foster youth: 65% leave foster care at age 18 with no place to call home; after reaching the age of 18, 20% will become instantly homeless; only 50% are employed by age 24; and 71% of young women in foster care become pregnant by age 21, facing the dual challenge of parenting while navigating their own transition to adulthood.

After a series of focused symposiums and follow-up meetings, LDF & CPF issued an RFP designed based on collaboration by inviting co-applied proposals. This process ultimately led to the melding of four proposals co-led by seven agencies collectively guiding more than 40 organizations. Additionally, each co-lead’s CEO, board chair, and program manager signed an agreement outlining their commitment to deeply collaborate. 

United for Youth will operate as a shared-impact collaborative, ensuring that every dollar, every mentor, and every program contributes to a unified goal of improving life outcomes for foster youth. All participating organizations will routinely convene to measure outcomes and determine where and how the collaboration and the system can be strengthened.

The launch marks a pivotal moment in regional philanthropy, emphasizing the shared responsibility and opportunity to stand united for San Diego’s youth.

United for Youth invites foundations, corporations, community leaders, families, and individuals to join this growing movement of collaboration and impact. By investing financial resources, professional expertise, or mentorship, partners can play a direct role in transforming outcomes for foster youth across San Diego County.

“EPIC Collaborative”

Serving as the collaborative’s central Care Coordinator, EPIC will manage the unified data and assessment process through Promises2Kids and build the digital front door via Just in Time’s Youth Portal, ensuring a seamless operational backbone for the entire initiative. Simultaneously, EPIC delivers a comprehensive suite of direct services – including workforce development, paid employment, mental health support, legal advice, and multi-layered mentorship – while also providing a critical housing safety net for youth with special circumstances who are ineligible for other County programs. 

Urban Street Angels (USA) & Youth Assistance Coalition (YAC)

Acting as the collaborative’s crucial “front door” or most common entry point, YAC’s drop-in center will provide a safe and supportive haven with immediate emergency services, while Urban Street Angels delivers the full continuum of housing solutions to transition youth from crisis to stability. This partnership will ensure that once a youth is engaged, they are supported with a clear pathway to long-term independence through USA’s innovative housing model, which includes lease take-over opportunities, workforce development, trade school program, and dedicated case management.

“Resilience Project”

The Resilience Project provides specialized, early intervention for the highest-need youth, focusing on those aged 16-18 who are justice-involved or in group homes, to better prepare them for a successful transition into Extended Foster Care. Through intensive case management and advocacy, they also provide critical support to youth within Transitional Housing Programs, aiming to ensure housing stability and to prevent premature or unplanned exits from care.

Friends of the Children

Friends of The Children provides a unique, long-term intervention by pairing a salaried, professional mentor, known as a “Friend,” with a youth for an intensive, one-on-one relationship that can start as early as kindergarten. This consistent and reliable advocate is committed to working with the youth for 12+ years, navigating challenges and building life skills from elementary school all the way through their high school graduation to help them achieve their full potential.
